The Andover Housing Authority will ask its Board of Commissioners to approve a five-year capital spending plan and an annual plan at a Nov. 18 public hearing.

The hearing is scheduled for 5:30 p.m. Wednesday, Nov. 18, in the Stowe Court Community Room at 100 Morton St., according to a meeting notice posted by the town.

Two items dominate the agenda: the proposed Capital Improvement Plan covering fiscal years 2027 through 2031 and the Annual Plan for FY2027. Both require board approval. The notice, dated Oct. 15, was signed by Executive Director Emily LaMacchia.

The capital plan would guide spending on the authority's five state-aided public housing complexes. Those properties house elderly, disabled and family residents in more than 250 units spread across town, according to the authority's website.

The oldest complex, Memorial Circle, was built in 1949 and contains 56 family apartments across 12 buildings. Chestnut Court dates to 1958 with 42 units. Grandview Terrace, built in 1968, has 40 units.

Frye Circle, the largest at 96 units, was built in 1975 at 256 North Main St. Stowe Court, a three-story building completed in 1982, adds another 40 units.

None of the complexes have elevators.

The notice did not list specific projects or dollar amounts for the five-year plan. Residents can view the current Annual Plan through the state's public housing facility review portal at publichousingfacilityreview.mass.gov.

Rent at the authority's elderly and disabled complexes is based on 30% of adjusted gross income. Family housing rent is set at 32% of adjusted gross income, including utilities, according to the town's housing page.

The hearing is open to the public. Residents who cannot attend in person can reach the Housing Authority at 978-475-2365.
