North Andover will present 25% design plans for a downtown streetscape project backed by $1 million in design funding at a public meeting Wednesday, Nov. 18.

The meeting starts at 6 p.m. at the North Andover Senior Center, 481 Sutton St., according to a town announcement. Residents are invited to share feedback on downtown corridors, pedestrian safety and accessibility.

Planning and funding

The town completed an initial downtown streetscape planning and conceptual design process in 2021. In early 2023, it secured $625,000 for design and engineering, combining American Rescue Plan Act funding with money from the Essex County Community Foundation’s North Andover Business and Economic Development Fund.

The funding arrangement changed in October 2024, when the town received a $675,000 MassWorks Infrastructure Program grant. After $300,000 in ARPA money was reassigned to other priorities, the state grant and $325,000 from the ECCF fund brought the design budget to $1 million.

The state’s fiscal year 2027 budget also included a separate $55,000 earmark for downtown and pocket-park revitalization, according to the town’s master plan implementation page.

Green International Affiliates is developing construction plans. Survey work began in April 2025.

Concepts under review

At a September 2025 public meeting, consultants presented potential improvements including mini-roundabouts at Main Street’s intersections with Waverly Road and Water Street.

Other concepts included lighting, landscaping, pocket parks, street trees, sidewalk bump-outs and crosswalks with accessible curb ramps and rectangular rapid flashing beacons. These were proposals for public consideration, according to the project page.

Town staff began individual discussions with downtown stakeholders in December 2025.

Separately, the Department of Public Works installed two sets of rectangular rapid flashing beacons on Main Street in January 2026: one in front of Town Hall and another at a new crosswalk at May Street.
