The Andover Housing Authority is set to vote on a $4.7 million electrical and fire alarm upgrade contract Wednesday, Oct. 28, after the original low bidder pulled out of the project.

The Board of Commissioners will meet at 6 p.m. at the Stowe Court Community Room, 100 Morton St., according to the meeting agenda posted by Executive Director Emily LaMacchia on Oct. 22. The meeting is open to the public in person or by remote access.

The contract covers Project #009100, an ARPA-funded effort to replace Federal Pacific electrical panels, install a new addressable fire alarm system and convert master meters at the authority's 667-1 development.

American Electrical Construction Inc., the first low bidder, submitted a withdrawal request. The agenda does not state why. Commissioners will vote on whether to accept that withdrawal and then award the contract to Your Electrical Solution Inc., the second-lowest bidder, at $4.7 million. The award would be subject to approval from the Executive Office of Housing and Livable Communities (EOHLC) and all applicable procurement requirements.

The board will also take up two policy changes that would directly affect public housing residents.

A revised parking policy would replace all prior parking rules and procedures. It covers resident parking decals, vehicle registration requirements, parking assignments, visitor parking regulations, towing and enforcement procedures, and reasonable accommodation requests.

A separate guest policy for state-aided public housing would set overnight guest registration procedures, guest stay limits, visitor vehicle requirements, guest conduct standards and enforcement procedures. The agenda does not include the full text of either policy, so the specific changes from current rules are not yet public.

Commissioners will also hear LaMacchia's report on housing vacancies, maintenance, active capital projects, Section 8 and the Alternative Housing Voucher Program. An old business item on implementing electronic check signatures is also on the docket, along with two state public housing notices on cybersecurity and regional grants.

Residents can attend in person at 100 Morton St. or join remotely at meet.goto.com/AndoverHABoardmeeting. Phone access is available at 1-866-899-4679, access code 608-670-053.
