Andover's Conservation Commission will review a Vicor Corp. warehouse, an accessible kayak launch and seven EV charging stations Tuesday, Oct. 20.

The three items top a packed agenda that also includes drainage work at 209 North Main St. and a wetland boundary review at 71-77 Lowell Junction Road. The meeting begins at 7 p.m., will be conducted remotely and live-streamed on Andover46.com, Comcast Channel 22 and Verizon Channel 45.

Vicor seeks warehouse at 400 Federal St.

Vicor Corporation, the power-electronics manufacturer headquartered at 400 Federal St., filed a Notice of Intent to build a one-story accessory warehouse with stormwater and utility infrastructure on its campus. Richard Rago is listed as the company's representative.

Vicor operates a 320,000-square-foot facility at the site and employed 1,092 people as of Dec. 31, 2025. Andover voters approved a Tax Increment Financing agreement with the company at a special Town Meeting on April 30, 2019.

The hearing, scheduled for 7:15 p.m., falls under both the Massachusetts Wetlands Protection Act and Andover's Wetlands Protection By-law. A state Department of Environmental Protection file number has not yet been assigned.

ADA kayak launch plan returns for continued hearing

The Andover Department of Public Works will return at 7:15 p.m. for a continued hearing on its plan to build an ADA-compliant kayak launch at Nason's Landing, at 0, 55 and 59 River St. along the Shawsheen River's Ballardvale flats.

The commission first reviewed the project on June 23 and continued it pending a stormwater peer review by the Horsley Witten Group. The project calls for a pile-supported timber pier, a floating dock, a gravel drive with two ADA parking spaces and stormwater management. It would permanently affect 554 square feet of bordering vegetated wetland, with a proposed 2-to-1 wetland replication.

The dock and aluminum gangway would be removed each off-season and stored off-site, while the pier stays in place for stability. A gate would close the launch during winter months.

Capital funding for the design was first approved at the 2023 Town Meeting, according to the Andover Townsman.

At the June 23 hearing, Adrienne Lennon, a managing environmental scientist with Pare Corporation presenting on behalf of the DPW, told commissioners that "the size is dictated by the product chosen and the gangway has to be at a specific angle to be ADA compliant."

EV charging stations proposed at 131 River Road

New Leaf Energy, a Massachusetts-based clean energy developer, filed a Request for Determination of Applicability to install seven EV charging stations at 131 River Road. The work includes underground electrical trenching, a utility equipment pad, a transformer and restriped parking spaces. Ilan Gutherz is listed as the applicant's representative.

The item opens the meeting at 7 p.m. It is allotted 10 minutes.
