Superintendent Keith Taverna will present his plan for leading Andover Public Schools at the School Committee's first meeting of the year.

The committee meets Thursday, Sept. 3, at 6 p.m. in the School Administration Building. The session comes one day after students returned to classrooms Wednesday, Sept. 2.

Taverna's entry plan tops the agenda. The School Committee unanimously appointed him as permanent superintendent on June 15 after he served as interim since March. He started a three-year, $235,000-per-year contract on July 1.

The plan's details have not been released ahead of the meeting. At an Aug. 6 School Committee workshop on the potential Andover High School project, Taverna said supporting that effort would become one of his own professional goals for the coming year, according to Andover News.

The committee will also hear opening-day enrollment figures for the district. Those numbers have not been published in advance.

Five policies up for first reading

Five School Committee policies are scheduled for first readings, according to the meeting agenda. They cover administration of medications to students, time out and seclusion and restraint of students, school choice, access to buildings and grounds, and the PROTECT Act.

The PROTECT Act policy carries statewide significance. Gov. Maura Healey signed the law (H. 5620) on Aug. 5. It prohibits warrantless civil immigration arrests at public schools, courthouses, child care centers and health care facilities. The law requires covered schools to adopt policies governing interactions with civil law enforcement, with a deadline of Tuesday, Sept. 1, or the first day of the school year, whichever came earlier. Andover's first reading comes two days after that deadline.

The Healey-Driscoll Administration released model policies and guidance for schools on Aug. 28. Those resources outline steps for designating school and district points of contact, involving legal counsel, reviewing judicial warrants and documenting interactions with civil law enforcement.

Other business

The committee is set to consider a donation for the Sanborn Elementary School playground and proposed substitute teacher pay rates for fiscal year 2027. Neither the donation amount nor the proposed rates have been released.

The consent agenda includes surplus equipment and textbook disposal, grants and donations to the district, and approval of prior meeting minutes.

Public input at the meeting is limited to 10 minutes. The session will air on Comcast Channel 99 and Verizon Channel 43, and stream at andovertv.org.
