Phillips Academy wants to build a two-story faculty duplex at 25 Phillips Street. The Andover Planning Board will take its first public look at the project Tuesday evening.

The board's virtual meeting begins at 7:30 p.m. Tuesday, Oct. 13, according to the meeting agenda. The Trustees of Phillips Academy filed the application as a Site Plan Review under the Dover Amendment (Massachusetts General Laws Chapter 40A, Section 3), the state law that allows educational institutions to bypass certain local zoning restrictions. Under a Dover Amendment filing, the board reviews the site plan but cannot deny the project on zoning grounds alone. The case number is SPR26-04.

The wood-framed duplex would sit over a full basement on a parcel identified as Assessors Map 56, Lot 7, according to the town's project page. Site improvements include two new driveways equipped with electric vehicle charging stations, landscaping and utility connections.

No building dimensions, square footage or floor plans have been made publicly available.

The board could vote on the application Tuesday or continue the hearing to a future date.

The board approved a separate Phillips Academy project at the same address on Aug. 25. Members voted 5-0 to approve a 6,200-square-foot central services building that would relocate the school's package-handling operation from a denser part of campus to the former Hayward House location. That approval came after a multi-meeting review that included stormwater peer review and sewer acceptance by the Department of Public Works, according to board minutes.

Rocky Leavitt made the motion to approve that earlier project, seconded by Vincent Chiozzi Jr. The current board also includes Vice Chair Zachary Bergeron, Morgan von Prelle Pecelli and Lelani Foster. Paul Materazzo serves as director of planning and land use.

Residents who want to speak at Tuesday's meeting must register through the Zoom link on the Planning Board's website. Registration requires a full name, home address and email. Written comments can be sent to [email protected] before or during the session. The meeting will air on Comcast Channel 6 and Verizon Channel 43 and stream at andover46.com.
