Two of Andover's biggest development projects could soon become official town priorities.
The Select Board is expected to vote Monday, July 13, on Town Manager Andrew Flanagan's FY2027 strategic goals, which include advancing the proposed River Road mixed-use development and the long-awaited Old Town Yard redevelopment.
Flanagan has said expanding the town's commercial tax base is key to easing pressure on property taxes.
The town plans to focus on revitalizing the River Road corridor, where commercial vacancy sits at 18%, compared with about 4% downtown.
The centerpiece is a proposal at 100 River Road to replace a vacant office building with a five-story mixed-use development featuring up to 432 apartments, retail space and a parking garage. The developer recently expanded the retail portion after Planning Board members called the original proposal too small.
The town also aims to advance the long-delayed redevelopment of Old Town Yard at 11 Lewis St., a project that's been in the works for more than two decades.
Under the current agreement, construction could be completed by May 2029, though the sale has not yet been publicly confirmed.
The board will also consider AT&T's proposal to install nine small-cell wireless facilities in southern Andover and renew flammable storage licenses for several local businesses.
