A proposed $5.6 million to $6.1 million airport administration building returns to the North Andover Planning Board on Wednesday, Aug. 12, when the board resumes a public hearing on the Lawrence Municipal Airport Commission's plan at 7 p.m. in Town Hall, 120 Main St.

The project would demolish the existing 1954 administration building on Terminal Road and replace it with a new 7,069-square-foot structure housing airport offices and two tenants, including a future restaurant.

At the board's July 21 meeting, members raised concerns about parking lot lighting and safety for evening diners. Planning Director Jean Enright recommended the board require any restaurant tenant to return before the panel to discuss hours of operation and additional lighting needs, according to Andover Townsman coverage published July 30. The hearing was continued to August pending a Fire Department review of the emergency vehicle turnaround plan and a stormwater review.

The board also has unfinished housing business. At the same July 21 meeting, Enright told the board that the Zoning Board of Appeals' July 14 approval of 280 rental units at 0 Prescott St., including 70 affordable units, would push North Andover's Subsidized Housing Inventory to 1,246 units, or 10.43% of the 2020 census count.

"This puts us over our (Chapter) 40B mark," Enright said at the July 21 session, as reported by the Andover Townsman. That threshold gives the town safe harbor status, meaning it can deny certain affordable-housing developments that bypass local zoning.

Board member Peter Boynton requested the housing data review.

Also on Aug. 12, the Kittredge School Building Committee meets at 4 p.m. at Town Hall. The committee is advancing the $79.8 million replacement of Kittredge Elementary School, a project Town Meeting authorized May 12. The Massachusetts School Building Authority approved a grant of up to $28.7 million in February, covering roughly 36.6% of eligible costs. No debt exclusion vote was required because the town is using levy capacity created by Amazon's personal property tax payments.
